Most of the time when you buy a property, especially one in a subdivision there are restrictions on how you can use that property. When you buy your new home you will receive a document known as the Covenants Conditions and Restrictions.  Most people call them the CC&R's.
This is not the same as a Homeowners Association (HOA).  The CC&R is set up by the local jurisdiction, either city or county usually when land is subdivided.  They will spell out just what you can and can't do with the property.
