I represent taxpayers in Boulder, CO and Denver, CO Metropolitan, CO who have issues with unpaid taxes  and outstanding tax liabilities, back taxes and wage garnishments.
 
The IRS started accepting 2021 tax returns on Jan 24, 2022 while they still have several millions unprocessed original and amended tax returns returns filed of individual, business. The IRS commissioner Chuck Retting announced on February 9, 2022 that in an effort to start successful this filing season and process the previously unprocessed inventory, they have suspended sending these aromatic notices. The tax returns are filed either by taxpayer(s) or a  substitute tax return (SFR) by the IRS if the taxpayer failed to file one.  Then the return is accepted by the IRS, your tax liability is recorded in your account.  At this point, if your withholding is less than the liability, the IRS will send you a tax bill (Notice: CP14) and demand the payment. Short answer to this question is “Yes”. It probably is not a scam. The IRS sends notices/letters for many reasons. For example: according to the IRS update on November 4, 2021, the IRS sent a refund of $510 millions to 430,000 taxpayers who filed their 2020 tax return early in 2021, and had unemployment compensation. Later the unemployment compensation of $10,200 was excluded from federal tax return

Sometimes life just gets in the way.  You feel too busy or have experienced a divorce, illness, job loss, or death in your family that sidetracked you from filing your tax return on time.
