Short answer to this question is “Yes”. It probably is not a scam. The IRS sends notices/letters for many reasons. For example: according to the IRS update on November 4, 2021, the IRS sent a refund of $510 millions to 430,000 taxpayers who filed their 2020 tax return early in 2021, and had unemployment compensation. Later the unemployment compensation of $10,200 was excluded from federal tax return

The IRS has issued a lot of CP59 notices. To be exact, that number was approximately 260,000 earlier in the year. This number may have changed but has not been updated. So what is CP59? These are three different scenarios associated with these letters. A lot of people are happy and waiting for these letters especially when they are expecting a refund check from the IRS or State Department of Revenue.  Other times it is a different story, especially if the taxpayers were not expecting it.
