      <title>The ROAD to Housing Act Became Law On Saturday</title>
      <description>For 50 years, one of the defining characteristics of a HUD Code manufactured home has been its permanent steel chassis.Now, with the passage of the 21st Century ROAD to Housing Act, that requirement becomes optional.I have been watching people celebrate this as an automatic cost reduction. I am not convinced that is the right conversation.Removing the permanent frame does not automatically make a home less expensive. In some cases, engineering another structural solution could actually increase costs. The real value is not cheaper. The real value is design flexibility. It gives engineers, manufacturers, and builders another tool to solve housing challenges instead of forcing every home into the same structural solution.But innovation always creates disruption.Think about the thousands of lenders, appraisers, insurers, code officials, permit offices, inspectors, and secondary market participants who have spent decades defining manufactured housing one way. On Monday, the law changes. Their underwriting manuals, appraisal guidance, insurance forms, permit procedures, and internal training probably do not.What happens when a lender asks, "What exactly am I financing?"What happens when an appraiser has no comparable sales?What happens when an insurance carrier cannot classify the product?What happens when a local inspector has never seen a HUD Code home without the feature they have always associated with manufactured housing?This is where implementation will either accelerate housing or slow it down.Builders, developers, and investors have an opportunity to create more housing options, particularly in workforce housing, attainable housing, and infill development. Greater design flexibility could unlock projects that simply did not make sense before.But flexibility without education creates uncertainty.Our industry has spent decades confusing manufactured housing, modular housing, mobile homes, and prefabrication. We are about to introduce another major change into an ecosystem that already struggles with terminology.The winners will not simply be those who build the first chassis optional homes.The winners will be the organizations that educate lenders, insurers, appraisers, developers, code officials, and policymakers before confusion becomes the next barrier to housing.The law changed this weekend.Now the real work begins.Ken Semler

      <title>Lawyers Still Not Getting it Right in 2026: Stop the Madness!</title>
      <description>Fifty years.That is how long it has been since the 1976 HUD Code fundamentally changed manufactured housing in America. Fifty years of engineering advances. Fifty years of improved building science. Fifty years of innovation in offsite construction.And yet here we are in 2026, with attorneys still writing CC&amp;amp;Rs that ban "mobile homes."Mobile homes.A legal term describing homes built before June 15, 1976.If you are drafting new restrictive covenants in 2026 and using the phrase "mobile home," you are immediately telling everyone reading the document that you do not understand the subject you are regulating.It gets worse.Many attorneys then lump "modular," "manufactured," and the catch all phrase "prefabricated" into the same sentence as though they are interchangeable. They are not. They never have been.A manufactured home is built to the federal HUD Code.A modular home is built to the same state and local building codes as a site-built home."Prefabricated" is not even a building code classification. It is simply a manufacturing method. Roof trusses are prefabricated. Floor trusses are prefabricated. Wall panels are prefabricated. Structural insulated panels are prefabricated. Precast concrete is prefabricated. Entire hotel bathrooms are prefabricated. Volumetric modules are prefabricated.If your CC&amp;amp;R bans "prefabricated structures," congratulations. You have potentially banned components found in millions of conventionally built homes.Words matter.Especially legal words.These documents affect property values, lending decisions, insurance underwriting, development approvals, and the ability of families to build homes. They shape neighborhoods for decades. Yet many are being copied from restrictions written thirty or forty years ago by attorneys who simply recycled the language without asking whether it was technically or legally accurate.Developers deserve criticism too.Too many simply accept boilerplate language because "that's what we've always used." Nobody stops to ask whether the restrictions reflect today's construction methods, today's building codes, or today's housing challenges.That laziness has consequences.At a time when America faces one of the worst housing shortages in history, we continue to create legal barriers based on outdated terminology and misconceptions instead of facts.The irony is almost unbelievable.Many subdivisions that proudly prohibit "prefabricated structures" are filled with prefabricated roof systems, prefabricated floor systems, engineered wall components, factory built stairs, manufactured windows, factory built cabinets, and factory assembled building products.Modern construction is prefabrication.The only question is the degree of factory completion.So here's my challenge to every attorney drafting CC&amp;amp;Rs and every developer approving them.Learn the terminology before you regulate it.Understand the difference between manufactured housing, modular construction, panelized systems, and component manufacturing.Stop copying 1980 language into 2026 documents.The housing industry has evolved.Construction technology has evolved.Building science has evolved.It's time our legal documents evolved too.Let's stop the madness. The next generation of homeowners deserves restrictions based on facts, not fifty year old misconceptions.Rant over...Ken Semler

      <description>Engineering doesn't care about opinions. It cares about standards. One of the biggest obstacles facing factory-built housing isn't engineering. It's terminology.For decades, people have used "mobile home," "manufactured home," and "modular home" as if they mean the same thing. They don't. They are built under different codes, inspected differently, financed differently, and perform differently in the marketplace.A manufactured home is built to the federal HUD Code and has historically been built on a permanent steel chassis. A modular home is built to the exact same state or local International Residential Code (IRC) as the site-built home next door. It has no permanent chassis, is placed on a permanent foundation, and follows the same appraisal and financing rules as conventional construction.That distinction has always mattered.Now we're approaching another major shift.If the Road to Housing Act is enacted as proposed, the permanent chassis requirement for manufactured housing would become optional. That is a significant change. It removes one of the most visible physical differences people have relied on for decades.But here's what doesn't change.The building code still matters.HUD Code and IRC are still different regulatory frameworks. Manufactured homes and modular homes will continue to be engineered, certified, inspected, financed, and identified under different systems. The optional chassis changes the transportation platform, not the construction standard.The opportunity for our industry is education.Consumers don't need more marketing. They need clarity. Lenders, appraisers, Realtors, elected officials, and even many builders deserve a better understanding of how these housing types fit together.When we stop arguing over labels and start explaining engineering, the conversation changes.Housing isn't improved by confusion. It's improved when buyers understand exactly what they're purchasing and why each construction method exists. Knowledge builds confidence. Confidence builds markets.       <description>One of the biggest misconceptions about modular construction is that the factory does all the heavy lifting.It doesn't.The best modular projects aren't created by a great manufacturer alone. They're created by great partnerships.I just read an excellent article in Offsite Builder Magazine titled What Manufacturers Want Clients to Know, and it reinforces something I've been saying for years. Modular isn't a shortcut. It's a better process. But like every great process, success depends on preparation, communication, and disciplined execution.The manufacturers interviewed all made remarkably similar points. Bring the factory into the project early. Design for modular instead of trying to force a conventional design into an offsite process. Make decisions on time. Clearly define responsibilities. Understand transportation constraints before they become expensive surprises. Most importantly, choose a manufacturing partner, not just a supplier.What struck me most was their discussion about the learning curve. Too many people judge modular after a single project. The reality is that every successful developer, builder, and manufacturer becomes more efficient with each project because the process becomes repeatable. That's where the real competitive advantage begins.This is exactly why education is so important. The companies winning with modular aren't simply buying factory capacity. They're learning an entirely different way to deliver construction.When owners, architects, engineers, contractors, manufacturers, and lenders all understand the process from the beginning, modular delivers what it promises: greater predictability, higher quality, faster schedules, and better financial outcomes.The factory isn't the magic.The process is.And the companies that master that process will be the ones leading the future of construction.Ken Semler

If you've spent any time searching online for a new home, you've probably seen the ads. Fully functional homes delivered to your property for prices that seem almost too good to be true. Modular homes. Shipping container homes. Foldable homes. Even turnkey restaurants. The marketing is compelling, the photos are impressive, and the price tags can make traditional construction look expensive.The problem is that one of the most important questions is rarely the first one buyers ask.Does it actually meet the building code where you plan to install it?Many of these products are manufactured overseas by companies that may have little or no understanding of the state and local building codes required across the United States. A fascinating article in the July issue of Offsite Builder, "The New Math of Home Value" by Heather Wallace, explains how upcoming appraisal practices are beginning to recognize what buyers have always experienced but appraisals have largely ignored. A home's operating costs matter.
Today's buyers aren't just struggling with affordability. They're also facing rising utility costs that continue to strain monthly budgets. The article points out that more than 65% of households in most states cannot afford the median-priced new home, while electricity prices continue climbing. That means monthly ownership costs are becoming just as important as the mortgage payment.
This creates an opportunity for Realtors who understand offsite construction.
Factory-built modular homes are often designed with higher levels of insulation, tighter building envelopes, improved air sealing, and more consistent quality control because they are constructed in climate-controlled factories. While every home and manufacturer is different, these construction methods frequently produce homes with lower operating costs over time.
The article explains that appraisal standards expected later this year will increasingly recognize energy performance, and new tools are emerging that convert utility savings into additional mortgage qualification. In other words, buyers who spend less every month on utilities may be able to qualify for more home than traditional underwriting once allowed.
For Realtors, this changes the conversation.
Instead of simply asking, "What's your budget?" begin asking:What monthly payment are you comfortable with?
How important are predictable utility bills?
Would you rather spend money on... your home or your electric company?
Have you considered the total cost of ownership over the next 20 years?Those questions naturally lead buyers toward higher-performing homes, including many built using modular construction.
The biggest takeaway is that offsite construction is no longer just about building faster. It's about delivering measurable performance that can improve affordability throughout the life of the home. As appraisal practices evolve to recognize those benefits, Realtors who understand Total Cost of Ownership instead of focusing only on purchase price will be better positioned to educate clients, differentiate themselves in the marketplace, and help buyers make smarter long-term investments.

      <title>5 Things I Bet You Didn’t Know About a Home</title>
      <description>It’s the time of year when people start thinking about the design of the new home they will build next year. For most of those thinking about building, it will be their first time. Lots of new concepts and design ideas are being tossed around. This means learning new lingo, researching products, and lots of trial and error as you work through custom building your new home. To lighten the mood and distract a bit from all of the serious thought, here are 5 things I bet you didn’t know about homes and homebuilding.Roofs are Water Resistant, Not Waterproof&lt;img style="height: auto;vertical-align: middle;border: 0px;float: right;margin:0.35em 0px 0.35em 1.313em;display: block;" src="https://impresamodular.com/wp-content/uploads/Blog-Post-011020-5-Things-I-Bet-You-Didn%E2%80%99t-Know-About-a-Home-Water-Resistant-roof-small-pic-300x199.jpg"&gt;There is a fundamental misconception by homeowners that a home’s roof is waterproof. A typical home’s roof is water-resistant, not waterproof. This may sound like a minor difference in wording but there is a world of difference between the ways you build a roof to be waterproof versus water-resistant.With a typical residential home roof and even most light commercial office buildings that take on a residential look, they are built with a peak. With a home’s design, the peak starts the process of shedding water to the edges of the building. For a simple common gable roof, rain lands on the roof, and in most of the U.S., lands on an asphalt shingle that is layered so that water flows downhill to the edge of the building. It gets to the ground by falling off of the roof or being collecting in a gutter and spouting system to be distributed away from the building.However, there are lots of things that can get in the way of the water leaving the building between the peak and the edge of the roof. Complex roof designs give a home a lot of character and curb appeal. They also create a higher amount of complexity when it comes to getting water past the reverse gables, the dormers, the A gables, and many other architectural roof aspects. Add to that a fireplace popping up through the roof or placed on the outside wall of the home and you can start to see why water may not get off the roof quickly.Imagine when that water slows down or backs up. For example, an asphalt shingle roof is layered. If water backs up (pools or puddles) on the roof, it can get back up under the shingles. When that happens there is a good chance it could result in a roof leak. In northern states, something known as an ice dam can occur. A ridge of ice forms on the edge of the roof causing melting snow (water) to build up behind it which can then leak into the home under the shingles. Think expensive water damage.You Can Build a Home on a Wooden Foundation&lt;img style="height: auto;vertical-align: middle;border: 0px;float: right;margin:0.35em 0px 0.35em 1.313em;display: block;" src="https://impresamodular.com/wp-content/uploads/Blog-Post-011020-5-Things-I-Bet-You-Didn%E2%80%99t-Know-About-a-Home-Wood-foundation-small-pic-300x225.jpg"&gt;Except for the upper Midwest, both home buyers and builders in the rest of the U.S. have probably never even heard of a wood foundation. In fact, I bet most builders would never even think that you could build a wood foundation that meets building code. They would be wrong.I am not talking about wooden pilings when building in a flood zone or along the coast. Wood foundations have existed in the building codes for years. The 2015 Permanent Wood Foundation (PWF) Design Specification is adopted by reference in the 2015 International Residential Code (IRC). You can cost-effectively build a wood foundation, and installed properly, it will last the lifetime of the home. However, they aren’t typically seen outside of the Midwest.A Roof Leak isn’t Always a Roof LeakWhen someone sees a water spot in a ceiling or wet areas in their attic they immediately think there is a roof leak. However, you can get water in your home from the roof and not a drop of water came through it. Sound impossible?Building science is real and at work on your roof. Cold and hot air is constantly flowing in most attics. When cold and warm air meet, water vapor is formed. Attics need to be ventilated so air doesn’t stagnate. In most roofs today, vents are placed in the outside eaves of the home. A ridge vent is placed on top of the peak of the home. As the sun warms the roof the air in it heats up and rises. As it exits the top of the roof it pulls in fresh air from the eaves. This continuous process ventilates the attic.When an attic isn’t properly ventilated something called condensation occurs. Air isn’t moving so water forms on the sheathing under the roof. This water drips onto the ceiling of your home below and pools at the lowest spot it can find. As it builds up, and through the process of time, it eventually finds its way into your home causing extensive damage. If you are lucky enough, you will see it. If you aren’t, this process will occur for years. When you do find it, it can result in tens of thousands of dollars of work to repair the damage caused by the water.Your Garage Floor Isn’t LevelMany people think floors are level in your home. In most cases, that is true. In the main living section of your home, they should be. But when it comes to your garage, level floors are bad. Depending on the area of the country you live in, you may pull your car into your garage when it rains or it may even be covered with snow.

As the water runs off or snow melts that water needs to go somewhere. If your garage floor was level it would just lay puddled on your floor. Unless you wiped it up you would just have to wait for it to evaporate. Neither is a good option. To avoid the issue all garage floors should be sloped 1/8” per foot downwards towards the exterior garage door(s). That means that if your garage is 24 feet long that there would be a 3” drop from the front of the garage to the back of the garage. While that sounds like a lot, it is virtually imperceptible. That drop ensures that water in your garages finds it way off of your floor and to the outside of your home.Vinyl Siding is Hung, Not NailedOver the years there have been many types of siding. Originally, most siding was made of wood. Wood siding, while it shrinks and expands slightly, is fairly stable. Wood siding is nailed tightly to the exterior of your home and then painted or stained and then sealed.Vinyl siding is installed entirely differently. Vinyl tends to move. What that means is that when it is heated (from the sun or increasing air temperature) it expands. Vinyl siding is hung on your house over top of house wrap. While you will see an installer nailing it up, the nails are NOT tacked tight to the wall. There should be enough space between the head of the nail and the wall to allow the slotted hole in the siding to travel back and forth. The ability for siding to move is key.If your siding sounds like rodents running inside the walls whenever the sun shines on it, you may have one or more pieces that were nailed too tightly. Vinyl siding will pop and crackle with every change of sunlight and temperature if nailed incorrectly. To fix the problem if you have it you will have to remove and renail (loosely) the siding so that it moves freely and silently for the life of your house.Do More With modular!Smart builders and smart homeowners are learning about the key advantages of modular construction. The custom home building industry is one of the last industries to embrace the advantages that every other major industry and product has discovered with modular… factory production. The changing construction labor force and demand for better and consistent quality are now driving the entire custom home building industry to find a better solution. That distinction matters because when you stop focusing on where a home is built and start focusing on how it's built, the conversation changes completely.Most buyers assume every home is inspected the same way. Most builders assume everyone understands the differences. Even many appraisers treat modular as if it's simply another housing style. The truth is that traditional site-built homes and modular homes often follow very different paths to quality.In many parts of the country, site-built homes receive surprisingly limited inspection oversight. They are built outdoors, exposed to weather, changing crews, material delays, and countless variables. The goal is typically to meet the minimum code required at that location.Modular construction follows an entirely different process. Every module is engineered for the specific state where it will be installed. Independent third-party inspections occur throughout production inside the factory. Quality isn't left to chance or weather. It is verified before the home ever leaves the building.Then consider something most people never think about. A modular home has to survive being transported hundreds of miles at highway speeds, lifted by cranes, and permanently installed without losing its structural integrity. It isn't. It's a manufacturing process that rewards discipline, early decisions, and collaboration. When those elements are missing, projects don't just lose time. Successful modular projects are won or lost during planning.Lock down the design early. Coordinate with the manufacturer before permits are submitted. Engineer logistics instead of hoping they'll work themselves out. Make sure the site contractor, manufacturer, engineers, crane company, and developer are all solving the same problems together instead of working independently.One point I especially agree with is that modular isn't always less expensive on a line-item basis. The real value comes from compressing schedules, reducing uncertainty, improving quality, and getting buildings occupied faster.       <title>The Final Word: Logistics Management- The Modular Builder’s Key Skill</title>
      <description>One important fact that’s often overlooked by industry professionals is that on a modular project, the role of the builder or general contractor is much different than on a conventional build. On a modular project, the builder has to be a Super Project Manager/Coordinator.Or, to put it another way, a Logistician. A Logistician is a professional who manages and optimizes the entire process of moving goods and resources within a supply chain, from origin to consumption, thus ensuring an efficient and cost-effective flow of products. The job includes coordinating various aspects of the process from purchasing, to inventory management, to transportation.Some will object that the above also describes what a site builder does. The key difference lies in the areas of emphasis, and in the risks that need to be managed.For instance, modular builders need to become experts in the movement of oversized loads. Rather than managing boom trucks to set trusses, they may have to manage and coordinate crawler cranes or all-terrain cranes to set modules. They also aren’t managing framing crews, but instead are coordinating set crews on set days. Everything must come together at the project location with three high-value participants —transport company, crane and set crew — at the exact same time.Now enter the big variable — weather. The only time that weather really impacts modular construction is on set day(s), when modules will be open and exposed during that brief period. But such exposure means that rain or snow can bring work to a halt.Now, what happens if the Offsite Builder/Logistician has to cancel a set because of weather? It’s not like site framing. If the framers on a conventional build can’t frame today, they can bump their next project back until it stops raining and they can finish up.It’s not so simple with modular. If you miss your “slot” for the above three players by a day, you could miss it by a month. All of them will likely be booked somewhere else the next day, or week.Why can’t everyone just push back their schedule a few days or a week? The answer is that the ripple effects across the modular ecosystem would be devastating. Every Offside Builder/Logistician on every subsequent project would have to reschedule all three players for their specific project. The stakes are higher than on a conventional build.When done correctly, the wins offered by modular are huge, with projects often finishing in half the time, or less. On a big multifamily project with today’s interest rates, reducing an 18-month project to eight months will have a tremendous impact on the project pro formas, with a reduced cost of funds and an increase in operating revenue.To achieve those results, however, the modular builder must mitigate the following: scheduling and sequencing risks, transportation and crane logistics risks, contractual and coordination risks, and inspection and approval risks. While these can all be managed and handled, they are completely different from what the typical site builder is used to doing. The modular builder who wants a successful business needs to shift the mindset from “building with tools” to “building with timelines, contracts and coordination.” To prepare for the realities of this type of work, the modular builder needs structured, practical and experience-driven learning.With the modular construction industry rapidly expanding, the most effective way to succeed is by aligning with experienced teams who live and breathe this process daily. The Wizard of Oz was supposedly a magical solution for all their problems. And, it turned out… It was all a lie. Home building is changing. Home builders are busy; a shortage of skilled construction labor, rising interest rates, rising material costs, and a booming economy means there is a shortage of homes available. Most builders only know how to build the way they have always done it. They haven’t learned about the better ways to build and are afraid to try newer and better building technologies. That doesn’t make them bad builders, but it does mean that they aren’t providing you with the best options for building your new home. You need a home building expert. Forget about the curtain… let’s talk about a better way to build your new home.Why Settle for a Site Built Home?As you do your research into the best way to build a new home for you and your family no doubt you will talk to a home builder that only builds onsite. You may even hear them say, “Why Settle for Modular?” They are frantically throwing switches and flipping levers behind that curtain in an effort to distract you. They are trying to imply that a modular home is inferior to site built. However, their ploys are misleading. First, all modular homes ARE stick-built homes. That is actually a very good question. Today many contractors are struggling to hire, keep, and train employees. The best craftsmen are retiring or have already left the construction field. This means that those builders either can’t do as many projects or that the quality of what they do provide suffers. In most cases today, it is both. It is their fear of change that keeps them from adopting a newer and better building method.Modular: The Most Complete Method of Off-site ConstructionA “systems-built” home describes a home built using some form of the systemized construction process. A building system automates the processes of cutting, placing, and fastening each “stick”. All of this is done offsite and indoors allowing homes constructed using a building system to achieve precision and efficiency beyond what is possible when “stick building” onsite.
