VA Refinances in Pennsylvania and the rest of the nation have a few basic rules depending on the refinance goals of the Veteran. The VA classifies refinances in two different ways. If the Veteran is paying off their current VA mortgage and nothing else, their best option is the VA IRRRL program. Any other type of VA refinance is classified by the VA as a cashout refinance and subject to the VA Cashout guidelines listed below.

va cashout refinance: VA Funding Fee Changes Officially Take Effect November 18th, 2011 - 10/16/11 12:58 AM
Previously the Department of Veteran Affairs announced a reduction in the VA Funding, this initially was set to take effect October 1st.  Information on that announcement can be found in a previous article I wrote here. 
That reduction in the VA Funding Fee did not take place on time.  There was a delay in getting this funding change authorized through Congress and the President via H.R. 2646 also known as the Veterans Health Facilities Act Capital Improvement Act of 2011.  The good news is that this Bill has been officially signed, so the Funding Fee will definitely now take effect for loans closing on after … (0 comments)
