It is not cheaper for the client to be moved to a conventional loan when they qualify for a VA home loan. 
Let's say the Veteran want to benefit from the Zero Down Payment opportunity (even if they have funds). No down, NO Mortgage Insurance. 
The Veteran is also not supposed to pay the escrow fee or the notary fee, costs that would generally be charged on a Conventioanl loan (amongst other fees)
On a Conventional loan generally the down payment requirement to elimate the PMI is 20%. The VA loan as NO MI regardless of the down payment amount.
