The California Hispanic Chambers of Commerce (CHCC) and Fidelity National Financial, Inc. (FNF) the nation's largest title insurance company, have joined forces to help promote home ownership and to provide information to distressed home owners on alternatives to avoid foreclosure. "The CHCC was a leading participant of the California Project Home Owner and a strong believer that a stable housing market is a key component of our economic recovery," said Julian Canete, CEO of the CHCC. While the State has certainly suffered from the effects of its first multi-year drought since 1987-1992, we are also paying for costly environmental regulations. Local agencies have made considerable strides to enhance local supplies and improve efficiency. However, legal and bureaucratic red tape is shrinking water deliveries even as demand grows.

Recently the Corona City Council adopted Ordinance No. 2962 in response to drought conditions in the State of California. This drought ordinance sets forth guidelines for water conservation through five different stages of cut backs. It details activities which may be prohibited during times of water shortage emergencies, as well as consequences that the City may take in order to ensure compliance with these guidelines, including fines and penalties.
In the ordinance three activities are identified as unreasonable uses of water, and are prohibited at all times, throughout all Water Conservation Stages:
