townhomes: Investors are the Condo Fees an Issue? Gainesville VA and Loundon County

There is a beautiful four level townhome in Gainesville, VA for sale under $170,000. These properties sold last year close to the high $250-300Ks. The foreseeable future is definitely an increase in the community. Why do investors stray away from an excellent opportunity? The condo fees are $235 a month. Have we lost long term investors?
