I know that it should come as no surprise, but the knee-jerk reaction of the lending industry has begun to have an adverse effect on Manhattan condominiums. Fannie Mae is enforcing guidelines that they made exceptions for in the past, added some new ones, and will not buy a loan from a bank if the building is not in compliance. Consequently, the major banks won't write loans in buildings that don't have FNMA approval. Second quarter results are out and the world of Manhattan Real Estate has begun to show signs of life. There were 2,522 closings in the quarter; 80% more transactions than the same period last year, and 10% more than the first quarter of this year. This is a return to a historically normal activity level, and certainly not a renewed boom. Open house traffic has increased, and there have been many more "bidding wars" on apartments that are priced to intelligently. Both the House and the Senate passed an extension of the closing deadline in order to qualify for the Homebuyer Tax Credit. The extension applies only to transactions that have fully executed contracts in place as of April 30, 2010, that have not yet closed. The new closing deadline for eligible transactions is now September 30, 2010, and the legislation is designed to create a seamless extension. There will be no gap between the original June 30th deadline and the date the President signs the bill into law. The Senate has approved an extension on the required date for closing a transaction in order to qualify for the $8000 first-time buyer tax credit. Differences in the House and Senate versions of the bill need to be resolved before final approval. First time home buyers who were in contract by April 30th, and who qualified for the up-to $8000 tax credit, have been given another three months to close on their new home. The extension to September 30th will allow lenders to catch up with their backlog of approximately 180,000 buyers nationwide.
