Department of Hawaiian Home Lands (DHHL) Properties DHHL properties are designated for persons of Hawaiian ancestry. Department of Hawaiian Homelands properties are leasehold - that is, a "buyer" purchases a long-term lease to use the property. Thus, the "buyer" is a lessee (Department of Hawaiian Home lands is the lessor). Eligibility Requirements for DHHL properties Eligible buyers must be at least 18 years old and be native Hawaiian, defined as “any descendant of not less than one-half part of the blood of the races inhabiting the Hawaiian Islands previous to 1778.” In other words a buyer must have at least 50% percent Hawaiian ancestry.
