USDA Rural Development and Community Loan Program Rural Housing Direct Loans (from the Government) Section 502 and Section 502 Direct loans are used primarily to help with lower-income families purchase homes in rural areas. You can build, relocate, renovate, or repair a house in this program. Applicants may have have up to 115% of the median income for their particular area. To find out the area income limits look here. Families must be without adequate housing, but be able to afford the mortgage payments, including taxes and insurance as well as have an appropriate credit rating.
