Local Government Approves New Housing Element Plan
 
Housing development in Fillmore, California remains a top priority of the city council. Last Tuesday night, January 28th 2014, the local government discussed planning and community development.  City council officials unanimously voted yes to the new Housing Element to the General Plan. Fillmore, CA has laid out a 7-year plan for slow home development growth. Housing Element must be updated (at least) every eight years. These updates may require cities and counties to adjust their zoning codes for new housing plans.

New California foreclosure filings rose considerably in the first quarter over the second but were still down 53% from the same period a year prior and held to their second-lowest level in seven years.
Notices of default shot up 39% in the second quarter, according to a report by the real estate firm DataQuick. Lenders filed 25,747 notices of default during the three-month period that ended June 30.  Nevertheless, it was the lowest level since the fourth quarter of 2005.

Mortgage rates eased for the second straight week, according to Freddie Mac, with lenders offering the 30-year fixed home loan to solid borrowers at an average of 4.31%, down from 4.37% a week ago.
 The typical rate for a loan fixed for 15 years dropped slightly as well,  Freddie Mac said Thursday, from 3.41% to 3.39%.
 Start rates for variable-interest loans also fell, according to the McLean, Va.,  home finance company, which has been under government control since it  was  bailed out during the financial crisis.
