Interesting article on Home taxes

BY MARGARITA BAUZAFREE PRESS BUSINESS WRITERA proposed change in Michigan's pop-up tax would give home sellers like Anthony Rimanelli a much-needed boost in a sagging real estate market.House Bill 4440-4441, which awaits state Senate consideration after being passed by the House 77-31 on March 14, would allow the buyer of a home to inherit the tax amount the seller currently pays, eliminating what is known as Michigan's pop-up tax.Rimanelli pays $3,500 in taxes for his Grosse Pointe Woods bungalow. His tax bill increased an average of 4.7% annually from when he bought his house in 1997 for $127,000. His taxes that year were $2,370. The rate of increase is capped by the state's Proposal A, which limits annual increases in a home's taxable value to the rate of inflation or 5%, whichever is less.If the proposed bill -- sponsored by Rep. Andy Meisner, D-Ferndale -- passes and is signed into law, the buyer of Rimanelli's home would be allowed to retain the current $3,500 tax bill, dodging the pop-up tax -- the name given to the adjusted tax amount a new homeowner pays when a just-purchased home is reassessed for taxes based on its full market value. The law would be in place for 18 months and be retroactive to anyone who bought a home in Michigan on or after March 1."It's a phenomenal opportunity," said Rimanelli, who is selling his 1,100-square-foot home for $187,500. "Whoever buys this house is not going to get that pop-up tax hike."Ripple effect"Buyers would inherit the taxable value of whatever the current owner has," said Michael J. LeVan, a broker with Adlhoch &amp; Associates in Grosse Pointe Park. "It wouldn't readjust. The law would jump-start the economy and get the real estate industry moving and selling again."So much of our economy is based on real estate. Think of what else people do when they buy a house -- they paint, they buy furniture."Critics of the proposed law say it unfairly penalizes sellers who haven't owned their houses for a long time and are paying higher taxes due to the pop-up provision. Some House Republicans opposed the measure because it isn't permanent and could hurt builders of new homes, who would be put at a competitive price disadvantage."The plan picks winners and losers," LeVan said. "If you have two identical houses next to each other and one of those houses was purchased 10 or 15 years ago and the other house a year or two ago, these two houses have dramatically different tax bills."If you're a buyer and one house has got a $5,000 tax bill and the other has a $10,000 tax bill, the guy with the $10,000 tax bill is stuck. He'd have to reduce his price dramatically to compete with the guy next door with the smaller tax bill," LeVan said.Supporters of the plan include Annette Keeble, a broker with Camelot Exquisite Homes in Bloomfield Hills and Rochester. She said the moratorium could give housing sales a badly needed boost."It's going to lessen the inventory that agencies have to carry," Keeble said. "It's going to motivate people to sell."Bill Ballenger, editor and publisher of Inside Michigan Politics, said the bill has a good shot at passage."The Legislature is desperate to show it's doing something positive to help the economy and the sluggish housing market."It would cost money potentially to local units of government, but if houses don't sell that's not going to help local units of government either."Rimanelli, who is looking to buy a home with his wife, Gina, when his current house sells, is looking for a home whose owner has lived in it for a long time."That's definitely a criteria," he said. "I don't want to get slammed by taxes."Stalling startersThe proposed law doesn't do much for Kristina Pellegrini, who is carrying two mortgages as she tries to sell her starter home, which she bought six years ago."In my opinion, it's terrible," said Pellegrini, who is asking $249,000 for her Grosse Pointe Woods home, which currently sits vacant while she tries to sell it.The house, which has a tax bill of $6,000 a year, has been on the market for 18 months."If you haven't lived in your house a long time, it puts you at a disadvantage," she said. "A lot of people buy starter homes and then move on to something bigger. I think this law would hurt a lot of people like that. There are a lot of houses in my exact same situation."LeVan worries the law will add a burden to those who haven't been in their homes a long time, forcing them to lower their selling price to compensate for the expected higher tax bills. He said he realizes the bill is just a temporary fix. Realtors are currently working with state Rep. Andy Dillon, D-Redford Township, on another proposal that would kick in after the 18-month pop-up tax moratorium expires. That proposal would -- at the time of sale -- match the taxable value of a home to the average taxable value of similar homes in that community."It would bring people gradually towards the middle," LeVan said. "Some bills would go up, some would go down."Contact MARGARITA BAUZA at 313-222-6823 or mbauza@freepress.com.

Best Time to Buy A Home Or Condo In Macomb Township Is Now !!

Contrary to what everyone is saying about our flat ,dead, slow, real estate market , let me tell you what I am finding, and keep in mind I am on the streets everyday or on the computer finding homes for my buyers or selling their homes almost 24/7. This market is the BEST TIME to purchase a home or condo, the interest rates are at an all time low, inventory is huge , many sellers are now purchasing newer homes , still wanting to live in Macomb Township. Anybody who is renting a apartment and may think that they can not afford to purchase a home is making a huge life style mistake, Transferees are still moving in to Michigan and taking advantage of some great deals, Builders are offering all types of incentives to purchase their spec homes and sellers are offering seller incentives and paying closing coast, (in some situations) .It is truly a win -win situation for both sellers and buyers if your transaction is handled properly and well thought out. Avoid the media ho-ha and get serious about purchasing your next home or second home. Take advantage of home investing, there are some great deals in the shores, east pointe and sterling hgts area, these are great areas for investors, NOW'S THE TIME , Invest in your future. Pete &amp; Rebecca Tocco Realty Executives Group (586) 412-2247 ptocco8975@comcast.net www.petertocco.com

The 2007 year enrolled over 1200 players ranging from 5 year olds to 16 year olds. Opening day is scheduled for April 28 and 29th at Macomb Corners Park.
Interesting Article For Michigan Home Buyers

Iinteresting article for home buyersGlut of homes has created the ultimate buyer's marketFalling prices, low mortgage rates mean bargains galoreMetro Detroit's down-and-out housing market may be a nightmare for sellers, but it's a paradise for potential home buyers.Probably no other group of consumers is in hotter demand this year, and no other group has more good reasons to open the checkbook.Whether you are a first-time buyer in the market for a starter home, a growing family looking to trade up or a baby boomer ready to splurge on a cottage up north, there may be no better time than now to buy.Just ask 22-year-old Keith Nida of Clinton Township, who bought a house in Roseville for $50,000 below its asking price. Before he found the house, Nida put an offer on another house, but the bank foreclosed on it before his offer was approved."It was either bad luck or a blessing in disguise," Nida said.So if buying a house is on your list of things to think about in 2007, here's what awaits you:# There's a huge supply of homes, condos and rental housing to choose from. In 2006, there were 45,998 residential properties that went on the market in Wayne, Oakland, Macomb and Livingston counties. That compares to just more than 14,000 in 2001.# Prices of houses are dropping, and may be near their bottom. Experts predict prices will fall a bit more in 2007 before they start rebounding. With so much supply and so little demand, the median price of a Metro Detroit home declined 7.1 percent from 2005 to 2006, to $163,082.# Mortgage rates still are at historically low levels. No, you probably can't get a 30-year fixed-rate mortgage for 5.5 percent right now, but you can get it for around 6.3 percent, still a good rate. And while you need to be a bit careful when negotiating an adjustable-rate mortgage at an even lower rate for the first few years, an ARM can be a good choice for certain buyers.# There are plenty of deals to be had. Behind most of the homes for sale is an owner who really needs to or wants to sell. (The rest are waiting out the downturn.) Because sellers are fighting for so few buyers, almost any offer will be considered.# Sellers are throwing in a slew of incentives, some fun (Detroit Tigers season tickets, a two-year lease on a new vehicle), some useful (a free home inspection) and some practical (paid closing costs). While most buyers would never buy a house simply to see Tigers games, such incentives sure don't hurt when you're making such a huge purchase."The market is great if a person is looking to buy," said Ron Simpson, president of the Detroit Association of Realtors. "Property values declined sharply in the past year. Jump in now and find your dream home."To get people in the home-buying mood, the National Association of Realtors launched a $40 million national TV and radio campaign last month, touting the advantages of buying a home in a slow housing climate.Discounts attract buyersDeeply discounted homes convinced Nida to start looking for a house in December. A first-time buyer, he looked at more than 100 homes before deciding on a two-bedroom, 1,200-square-foot fixer-upper in Roseville. The owners reduced the price from $135,000 to $89,000 to make the sale.Even though Nida didn't get a great rate on the mortgage -- 8.5 percent -- because he's self-employed, he still thinks he got a bargain, and he plans to refinance to a lower rate in six months. A home remodeler, he wants to fix up the house and sell it when the market turns around."I learned that you've got to be very patient," Nida said. "If you're patient, you get what you want."Khaalib Raheem also sees opportunity in this slow housing market. A 32-year-old auto technician from Detroit, Raheem is looking at homes in higher-end communities such as the Grosse Pointes for his family. He also wants to buy single-family and multi-unit homes in Detroit to rent out. His Realtor was able to supply Raheem with at least 300 rental properties that cost less than $25,000.Raheem is eager to make an offer when he finds the right properties at the right price. And he's eager to move his fiancee and their kids from their five-bedroom house in Detroit to another neighborhood while the deals are hot."At these prices, I'm definitely out of here," Raheem said. Not everyone can buy nowObviously, it isn't a good time to buy a house for a lot of Metro Detroiters. Those who have been laid off or worry they could be soon, who have taken auto buyouts and aren't sure what their next career move will be, who aren't willing to sell their house for a lot less than they think it's worth and those who are living paycheck to paycheck aren't typically good candidates, no matter how good the deal.Even if you are a candidate, University of Michigan senior research specialist Don Grimes urges some caution and realistic expectations.Buyers can get a bargain right now, Grimes said, but he questions whether southeast Michigan's housing market will ever rebound to what it was a decade ago. He cautions buyers against expecting big gains in home values over the next several years."I have no doubt there are deals to be had," Grimes said. "But don't go into it expecting appreciation except at the rate of inflation."But buying a home is a good option for many, Grimes said. "If it's a good situation for you, then do it. If it's not, then wait."Realtor Ron Simpson, president of the Detroit Association of Realtors, agrees that buyers who expect quick appreciation will be disappointed.Buyers won't get a return on their investment until the economy improves, and that is at least a year away, economists forecast.Until things get better, Simpson said, buyers should be prepared to keep any property they buy. "Is it a good time to buy a home? Absolutely -- if you can afford to hold on to it," he said.Don't hurry to make an offerWith buyers in control, they are in no hurry to make an offer and they shouldn't be, Realtors said. House hunters should take their time, look at many homes, research mortgage programs and know their options before making a decision.John Kurczak, a Realtor with Keller Williams Central in Sterling Heights, said his clients are on the lookout for the best deal. Many buyers won't even look at a property unless they can practically steal it, he said. That is why Kurczak warns home sellers against holding onto a house for too long. He advises considering any offer and working with the buyer."There's an old saying in the real estate businesses that goes: 'Your first offer is your best offer,'â?," Kurczak said. "Don't get upset if the offer is too low. Sellers need to understand the buyers' anxieties and work with the buyer; you have to give and take."Even if the seller has to take a loss, he or she can make up for it by buying another home in the region for less than it is worth, Kurczak pointed out.Experts predict Metro Detroit's housing market will favor buyers for at least another year.Prices will drop another 10 percent to 30 percent in 2007 and begin to stabilize in 2008, said Kurczak, who has seen this up-down cycle many times in his 16-year career. "This is the storm we're going through right now," he said. "We're at our bottom; the only way to go is up."You can reach Jennifer Youssef at (313) 222-2319 or jyoussef@detnews.com.If your getting ready to purchase your next home , there no better time than now according to this article. we are a 100% full service Real-estate Team that can provide all the information you need to purchase your home. <tr><td>.</td></tr>
<tr><td>A real estate salesperson is more than just a "sales person." They act on your behalf as your agent, providing you with advice and guidance and doing a job - helping you buy or sell a home. While it is true they get paid for what they do, so do other professions that provide advice, guidance, and have a service to sell --such as Certified Public Accountants and Attorneys. The Internet has opened up a world of information that wasn't previously available to homebuyers and seller. The data on listings available for sale is almost current - but not quite. There are times when you need the most current information about what has sold or is for sale, and the only way to get that is with an agent. If you're selling a home, you gain access to the most buyers by being listed in the Multiple Listing Service. Only a licensed real estate agent who is a member of your local MLS can get you listed there - which then gets you automatically listed on some of the major real estate web sites. If you're buying or selling a home, the MLS is your agent's best tool. However, the role of an agent has changed in the last couple of years. In the past, agents were the only way home buyers and sellers could access information. Now agents are evolving. Because today's home buyers and sellers are so much better informed than in the past, expertise and ability are becoming more important. The real estate agent is becoming more of a "guide" than a "salesperson" -- your personal representative in buying or selling a home.Looking for some real estate information on homes in Macomb County, Give Us A Call (586) 412-2247 www.petertocco.com Reaty Executives Group (586) 323-7000</td></tr>

Report on Market Conditions--- MacombTownship, Macomb County,Michigan

Pending home sales are higher, affirming the stabilization that is occurring in home sales, according to NAR. The Pending Home Sales Index, based on contracts signed in December, rose 4.9% to an index of 112.4 from an upwardly revised level of 107.2 in November, but is 4.4% lower than December 2005. The monthly gain was the biggest increase since March 2004 when the index rose 6.9%. A steady narrowing from year-ago readings has been observed since last July when the level of unsold housing inventory peaked at an all-time high. "Some of the monthly gain may be weather related, but it appears buyers are becoming more comfortable, sensing the timing is good and that their local market has bottomed out," said , NAR's chief economist. "I expect modest sales gains throughout the year, with what I believe are sustainable levels of activity. 2007 promises to be the fourth best year on record." (Source: NAR)Have a great day and an excellent weekend!Sincerely,Pete and Rebecca Tocco
