refinance: Is it time to refinance?

With mortgage rates coming down so low, I have started looking into refinancing my home. I would like to get a 15 year fixed rate mortgage under 5%. I see a lot of ads like on Yahoo Finance that show the national average is well below that, but when I try to find a lender with that rate, it's not so easy.
