How can one ensure a quick communication rather than a lengthy, meandering chatfest?
It's effectively established by using a simple "magic words" phrase (as learned from Joe Stumpf's By Referral Only program).
When the party answers, start with simple one-name identifiers for the client, then oneself, followed by the phrase "I Know You're Busy,so  I'll Be Brief."
The conversation would sound like this.
"Joe? Michelle. I Know You're Busy, so I'll Be Brief," followed by a one sentence summary or question of what needs to be addressed.

Yesterday I attended Joe Stumpf's By Referral Only Real Estate Marketing Seminar at the Doubletree Hilton in San Jose. If you've ever attended one of Joe's seminars you know watching him as a master of language and communication is well worth the time invested.
