In this case it measures the time frame from March 2006 to MArch 2007. While the report deals with national results we will focus on Wisconsin. The National Report can be found at the Milken Institute. Among the top performing small cities in Wisconsin were Appleton (87), Eau Claire (93), Wausau (99), La Crosse (138), Fond du Lac (141), Oshkosh-Neenah (145), Janesville (152), Sheboygan (155) and Racine (159).
