I tried to contact a listing agent about a property that the agent had listed for rent.
First I texted, then I emailed, and then I called and left a message.  No reply.  Similar to the instructions on a bottle of shampoo, I then repeated the process.  No reply.
Later that day, I saw a little boy who told me that he sees dead people and that they don't know that they are dead.
Suddenly, as if my life was passing before my eyes, I remembered:

It is true.  I am conserving water, but I am not saving money.
I am conserving water and Baltimore City is saving money.
It is amazing that month after month after month after month . . . . my water bill shows that I have used the exact same amount of water and hence that I am being charged the exact same amount each month.

There are, at least, 15,000 vacant properties in Baltimore City.
The City of Baltimore is trying to scrape together $3,000,000,000, and maybe as much as $8,000,000,000 to renovate these 15,000 properties and possibly as many as 45,000 properties.
Here are some thoughts and ideas regarding this monumental initiative:

These houses are dangerous to adjoining properties, dangerous to fire fighters, utility workers, and citizens. 
They have been used as drug stash houses, locations for dog fighting, extremely inadequate squatting houses for the homeless, and other undesirable activities.

The Veterans Administration (VA) likes to say what a buyer, who is a veteran, can be charged and what the veteran can not be charged, when using a VA mortgage.
It used to be that the veteran did not have to pay for a wood destroying insect report, even though, the VA required that there be one for the transaction.  Typically, the seller would pay for it.  Fortunately, this was not a very high cost inspection.  VA now allows for the buyer to pay this cost.

Why?  If it is off market, then it is not available to purchase. 
Why would you care about something that you can not purchase?
Or, by off market, do you mean not listed by a real estate agent and not advertised on the multiple list?

I have a house listed.  The house is vacant   The house needs considerable work and will probably be purchased by an investor.
An offer is emailed to me.
As part of their offer, they have a clause that states that the seller will provide unlimited access to the property, via a seller provided lock box.
This is so that their inspectors, contractors, and vendors can see the property.  I do not know what they mean by vendors.
Their offer is for 70% of the listed price.

He was talking about the built-in pool that was in his backyard.
The pool itself was a 9 foot deep man-made built-in pool.
The water in the pool was either rain water or melted snow.  No chemicals were added.
The pool was full and, at best, I could see to a depth of about 6 inches from the top into the green muck and mire, just enough to notice the gold fish which were swimming near the surface.
He did not stop at the all natural part.

When I have a listing, I will place it on the Multiple List Service for the area, which, due to internet data exchange agreements, allows it to shows up on about 5 million websites.
If a buyer finds a house that is listed this way, they can usually assume, although not always, that it is listed by a real estate agent.
However, there are some listings, usually the ones that need extensive work, which I will advertise on alternate sites such as facebook marketplace or craigslist.

The people living in the house were squatters.  They did not own the house.  They did not have a lease.
Presumably, they did not have money available to purchase a home nor to lease a home.
When they finally left the house, they left their belongings.
Beds, furniture, clothing, linens, towels were all left behind.  They even left clothes in the dryer.
Since, again, they presumably did not have money, why would they leave things behind that had value?
