In response to increasing positive cases of COVID-19 in Montgomery County, an Executive Order took effect at 5 p.m. on Tuesday, November 10 that caps social gatherings at 25 people and reduces capacity inside restaurants, retail stores, fitness centers, museums, art galleries, and houses of worship to 25%. Bowling alleys and personal service venues are limited to 25% capacity or 25 people (whichever is lower).

The Montgomery County Council on Tuesday unanimously enacted legislation that strengthens legal protections for the LGBTQ+ community.
Spearheaded by Councilmember Evan Glass, the LGBTQ Bill of Rights expands the county's anti-discrimination law to include gender expression and HIV status, as well as ban LGBTQ+ discrimination in healthcare facilities, nursing homes, and personal care facilities.
The legislation, co-sponsored by all members of the County Council, is the first law of its kind in Maryland.

The county recently recategorized soccer from a high- to medium-risk sport. In order for soccer to proceed, people must adhere to the following guidelines:

Montgomery County Executive Marc Elrich’s plan to update his executive order regarding restrictions during the COVID-19 health crisis and allow more types of businesses to reopen was unanimously approved on Aug. 4 by the Montgomery County Council. Amended Executive Order 87-20 includes additional measures to protect the public from the spread of the virus. One measure forbids food service establishments from serving alcoholic beverages for on-site consumption after 10 p.m.

Montgomery County residents are now able to use County pools. Entrance to Montgomery County Recreation pools has been limited due to County Phase 2 reopening guidelines relating to the COVID-19 health crisis.
Daily admission rates for County residents are $7 for adults, $6 for seniors 55 and over and $5 for children 17 and under.

Montgomery County has launched a website for its Public Health Emergency Grant (PHEG) program designed to benefit for-profit and nonprofit businesses with 100 employees or fewer. The website provides information for businesses to prepare their grant applications.
 
The $20 million PHEG program is a collaborative effort between County Executive Marc Elrich and the Montgomery County Council. In addition to for-profit and nonprofit businesses, the program is open to businesses with no employees including sole proprietors and independent contractors.
