Hurricane season started on June 1.  FEMA, the Federal Emergency Management Agency may fill foreclosed houses in Louisiana, Mississippi, Florida and Texas, if need be.
If there is a large storm that puts owners and/or tenants out of their homes, FEMA, is contemplating using specified vacant properties as temporary shelters, in the case of an extreme emergency.
FEMA will determine ahead of time which foreclosures would be used.  And, they have indicated that the owners/banks would be paid for the use of the properties.

There are currently over 300 empty homes here in Melbourne Florida, due to foreclosure. Some of these are causing real headaches for Code Enforcement officials.
Overgrown yards, unsecure muck filled pools, and rodents are becoming a real issue on some. The number of complaints on these homes has quadrupled in the past couple of years.  
Officials are trying to track down the banks/owners of these properties to try to rectify the situations.
Some lawns are becoming so overgrown that the city is posting a warning and is then is mowing the grass and charging the owners.

foreclosed homes: Bank Owned Homes in Brevard County Florida - 05/12/08 02:56 AM
In Brevard County Florida there are currently 359 bank owned homes for sale through the Multiple Listing Service.   The good news is that 148 foreclosed homes have contracts to purchase on them and 240 bank owned properties have sold since the beginning of 2008.
At this same time last year there were less than 80 bank owned homes for sale through the MLS.
