President Obama signed into law several changes to the social security benefits. As of November 2, 2015, the bipartisan Budget Act of 2015, subtitle C, section 831 of the bill phased out the "unintended loopholes" known as the file and suspend application for a spousal benefit which was originated by Congress in 2000.
