schools: But City Schools Are Scary!

I cannot count the times I hear from potential buyers, "I am looking for a single family home," but when it comes to discussions about what school district they want, I often hear, "Anything but the City!" Why is this? It seems like everyone has the perception that the city school is a big, bad place where kids are bound to never succeed. Perception is reality. However, I am NOT a perceiver.
