There was flight to safety buying of U.S. debt instruments as a result. That unwound a bit toward the end of the week as news reported a possible settlement that would reduce the payment from $14B to around $5.4B. The data was mixed. Lending guidelines have become more lenient in terms of using projected rental income to offset a mortgage payment on a current residence for a consumer who wants to buy another home without having to sell their current home. The consumer needs to produce an executed lease and evidence of receipt of the security deposit. The lender will then typically count 75% of the lease payment toward offsetting the expenses of the home being vacated.

The revised AAR residential purchase contract in section 2 B, lines 57-59 stipulates that the buyer shall either sign loan documents no later than three days prior to COE or deliver notice to the seller or escrow company of loan approval without PTD conditions and date of receipt of the Closing Disclosure from the Lender.

The U.S. trade deficit jumped 16% to $48.3B in August versus the expected $44.5B. Weekly jobless claims were 263K versus the expected 275K which was not rate friendly. The minutes of the last Fed meeting were dovish. Fed officials indicated a concern that a premature rate hike would hurt economic recovery. Unfortunately the MBS market received very little positive response from the release. Mortgage interest rates finished the week worse by about .125%. The EPA has finalized the new Waters of the US (WOTUS) regulations. These sweeping regulations would allow increased costs and permitting to be required to develop any real estate that is even remotely located near a waterway. Back in May, Trulia determined that new homes cost roughly 20% more than similar existing homes.  As an experienced agent I would not say this is true for all homes, depends on the builder and what we are comparing (for example a newer built 2 story home built in 2005 (during the Tucson BOOMING market) vs an older historic home.

Mortgage bond prices finished the week near unchanged which kept rates in check. Trading was volatile despite no data until near the end of the week. News out of the Eurozone focused on Greece. Greece released a new reform plan in an effort to extend the bailout. Creditors wanted to see more concessions. Weekly jobless claims were 279K versus the expected 277K. The higher than expected reading was rate friendly. Retail sales rose 1.2% versus the expected 1.1% increase. This was not rate friendly. The Treasury auctions were generally solid. Residents have received messages from someone claiming to be from the IRS, informing them that they are about to file a lawsuit against the individual, should call back immediately to the telephone number left on message.  There was no name or case number mentioned.
 
The police department states that the IRS usually makes contact by mail.  If this happens to you, do not call the number back, if you are curious call the IRS main number.  There are many phone scams taking place at this time.
