Mortgage bond prices finished the week near unchanged which kept rates steady. There was some seesaw trading but within a relatively narrow margin as the possibility of a Fed rate hike in the short term waxed and waned. Fed Governor Lael Brainard made dovish remarks which surprised traders who were prepared for a signal of a rate hike. Producer prices were unchanged versus the expected 0.1% increase. The core, which excludes volatile food and energy prices, rose 0.1% as expected. Retail sales fell 0.3% versus the expected 0.1% decrease. Consumer confidence was expected at 97 but came in at a 101.1 reading.
 
ADP employment increased 177K versus the expected 170K increase. Weekly jobless claims were 263K versus the expected 265K. Productivity fell 0.6% versus the expected 0.5% decrease. Tucson City Manager Michael Ortega presented his recommendations to the Mayor and Council on Tuesday, April 19, to close the nearly $26 million budget shortfall for next fiscal year.

The proposed changes include a hiring freeze at the city and elimination of vacant positions. These changes will reduce the city workforce by 236 employees.

There will also be a reorganization of the police and fire departments, increases in bus fares, and reduction in hours of operation for the modern streetcar. Additional proposed changes are an increase in the hotel bed tax, utility tax, and small property taxes.

For many first time home buyers obtaining financing can be a struggle.   One tip is don’t close those zero balance revolving accounts.
 
Closing zero balance revolving accounts actually drops a consumer’s credit score since the higher the amount of one’s credit limits compared to the balances, the higher the credit score. Having unused, open revolving accounts is an indicator of restraint in the use of credit, a positive factor in credit scoring.
 
Not only should consumers not close zero balance revolving accounts but increasing the limits on any of their revolving accounts will help increase their credit score.

In 2011 there was a revision to the contract: the Loan Status Update became a requirement instead of a “nice-to-obtain” document. Lines 66 - 68 state: “Buyer shall deliver to Seller the LSU with a minimum line 1 - 40 completed describing the current status of the Buyer’s proposed loan within five (5) days after Contract acceptance and instruct lender to provide an updated LSU to Broker(s) and Seller upon request.”
