When writing a purchase contract, first thing we need is the signed pre-qualification form from the lender.  When you obtain this, a good idea to specifically ask if both husband and wife (or both partners) will be included on the loan.
Most loan programs do allow a non-borrowing spouse or significant other to be on the sales contract and title but not on the loan. This arrangement is used normally due to the credit score or previous credit history of the non-borrowing individual where inclusion of this individual will either increase the cost of the loan or prevent loan approval. Mortgage bond prices finished the week lower which pushed rates higher. Stock volatility dominated headlines. The DOW fell 115 points Monday, 490 points Tuesday and rose 293 points Wednesday. The data was mixed. ADP employment rose 190K versus the expected 202K increase. This was rate friendly. Revised Q2 Productivity rose 3.3% from up 2.8% the prior release. Factory orders rose 0.4% versus the expected 0.9% increase. Weekly jobless claims were 282K versus the expected 273K. Unemployment was 5.1% and payrolls rose 173K. Mortgage interest rates finished the week worse by about 1/8 to 1/4 of a discount point.

 Mortgage bond prices finished the week higher which pushed mortgage rates lower. Rates were positive the beginning of the week tied to economic weakness abroad. The Shanghai Composite index saw an 8.5% decline Monday morning. Consumer confidence printed at 90 versus the expected 100 reading. The early improvements were small and erased prior to Wednesday's Fed meeting. The Fed kept rates unchanged but indicated economic activity expanded moderately. Gross domestic product rose 2.3% in the second quarter. Economists expected GDP to rise 2.5%. Q1 GDP was revised from down 0.2% to up 0.6%. Total Sales Volume continued to rise this month, going from $300,526,884 in May to $324,888,299 in June, resulting in a 8.11% increase over last month. This is also a 18.38% increase over June 2014. Total Under Contract decreased by 6.13% from May. Total Unit Sales of 1,481 is up from May's number of 1,388, resulting in a 6.70% increase. New Listings decreased 6.26% from May. Mainstream mortgage programs impose waiting periods for consumers after derogatory credit events such as foreclosures, short sales and bankruptcies before they are eligible for a mainstream mortgage. The time periods depend on the type of derogatory credit event and the loan program. The trade deficit rose 41% to stand at $51B. The strength of the U.S. dollar makes imports cheaper and exports more expensive. Q1 productivity fell 1.9% as expected and unit labor costs rose 5%. The Federal Reserve is watching labor costs and the elevated reading caused rates to rise. Weekly jobless claims were 265K versus the expected 280K mark. This was not rate friendly. Unfortunately, it has become increasingly common that those instructions were not generated by a legitimate party, and that the funds are being wired to a bank account controlled by an online hacker.

Effective with loan applications dated 8/1/2015 or later, new federal disclosures will be mandatory. The Loan Estimate will combine the existing Good Faith Estimate and the Truth-in-Lending forms and is unlikely to create any major changes for real estate transactions.
 
The Closing Disclosure replaces the HUD-1 Settlement Statement and imposes a mandatory 3 day waiting period for signing loan documents. The consumer must receive the Closing Disclosure no later than 3 days before they sign the loan documents.
