buyers in smaller regions and their markets: Now is the Time to Buy! So where is everyone at?

For those that have been waiting on the sidelines, now is the time. Interest rates are great, prices are great, and there is a great selection of properties. So, whats the hold up? Why are new buyers scared to enter the market? Please advise on your markets? Whats Moving? Who's Buying? What bargins are available? In our small metro area, prices have not taken the huge up and downs that some of the larger areas have, but for some reason the percetion is the same.
