pasco county: Pasco County Florida ballots are English only

Recently i found out that Pasco county doesn't need to print voting material in spanish this year. The Fed says that if more than 5% of the voting population is of a language then that language has to be on the ballots. BUT if the literacy rate for those people is high enough in English then that county is exempt. Which is what's happening in Pasco County. Counties are currently required to balance their budgets each year, so this is good for the county as it saves them about $100k a year in expenses.
