Sure does look like someone misses school.   Perhaps, someone is still in charge of making sure the school and the grounds are well maintained.

What a cool picture!  Amazing what good condition that building appears to be in.  I can only imagine what it was like walking to school in the snow!

I would imagine it would have been harder for the kids to be inside the school when there is snow outside they would rather be playing with.  I believe the building is a historical building and hence, it gets maintained in good condition to preserve a part of the history.
