Need help writing a competitive proposal for new constuction

Hi all, Need some suggestions for writing a competitve  marketing proposal for new construction.  Condo's in an Urban center, in historical restored building, close to cultural center.

Builder pays majority of own advertising.  Need suggestions for fair comp.
