Dennis,   with every HUD foreclosure home, every time there is a price reduction, it is considered a brand new listing...  that's just the way HUD operates..... it's part of the government... so it does not make sense.

Their real reason for doing this is that for the first 10 days of every new (or price reduced) listing, the home is only available for owner-occupant purchases....  if you bid on the home and win the bid, you must agree to live in the home as your principal residence for the first year... you can not use it as a rental property or make a flip property out of it..

After the first 10 days, the home is open to investor purchases...   if you bid on the home during that time and win the bid, you can use it as a rental or flip it....

In this case, the priced reduced listing date is Friday July 31, 2009......

The Owner-Occupant Only bidding period is from Friday July 31, 2009 until midnite on Sunday August 9, 2009...

If no owner occupant bids on it and wins the bidding process,  the home is then available for investor bidding as of Monday August 3, 2009...
