Daily Local News reports that West Chester put aside a study on affordable housing West Chester Borough Council  discussed whether the borough should combine state and county grants with some of its own money to commission a study that would look at how the borough can provide more affordable housing. After a long discussion, the officials reached no clear conclusion on whether such a study should eventually occur. A major problem, they said, is that the borough is geographically small. Any such study would have to take into account surrounding municipalities. Some council members object to the borough paying for a study that may also be of use to West Goshen, East Goshen, East and West Bradford, Westtown, and other nearby townships. One councilman suggested that since the need for lower-priced housing extends far beyond the borough's borders, the county should perhaps do this study. Recently, county funding became unavailable for funding a study, which is predicted to cost $40,000.  Borough Manager Ernie McNeely had already secured money from the state for the study.

Janice--I just read article in Erie paper about the decrease in new low income housing projects being started.  Reason is the banking crisis and changes in ownership of Fannie Mae and Freddie Mac.  This will continue to haunt us for years to come as the need is still there.
