SEO Experts: What is this bozo up to?

The Stage Coach - Austin's Home Staging HandyMan!This is the second or third time I have come across a situation like this... Judging by this list of words, I can only assume it's some kind of SEO trick.  But I thought the Google-Bots were supposed to check for this?  What is this person gaining by having a crazy list of words, some associated with Home Staging, and some not?

The last time I located this type of information, it contained copyrighted material from my website.  They had it down within 24 hours of notifying them, so I did not report them to Google, etc.  But I am wondering whether this type of activity is legit, or if it can be reported?

Any insight is appreciated!

I'm no expert, but my recollection is:

That's an old trick used back in the mid 1990s to get the search engines, there were only a couple at that time, to visit. 

Using unrelated keyword phrases was to encourage incoming traffic which was supposed to improve ranking. 

The keywords were usually in the Meta Keywords Tags.  Once Google reduced the value of meta keywords, most everyone stopped these silly tricks. 

Google is a lot smarter than that.  Meta Keywords have little value.

 Black Hat SEO tactics for sure. Not much point in reporting them, they'll get some quick temporary results for whoever their clients are and move on to another hosting account as soon as Google shuts down whatever they're using. Sadly, their client will be the one to suffer if, I mean when, Google discovers the source of their rankings.
