Reform could be easy!

With all of these homes empty in Florida, is amazes me that the banks and govenment can not see the logical way to reform and correct this problem. Instead of allowing the home to be vacant allow original homeowner to stay in the property and maintain it. Also allow the current homeowner to buy at todays NEW Fair market value and re write the loan, this will allow that owner to stay in the property and therefore make the inventory of homes go down. Law of economics is Supply and Demand and if there is less supply, well then the demand would be greater! Why allow the home to be vacant, and then have it go through the transistion of a sale and all that implies. This will allow the homeowner to own the home and the bank to still get a fair market value.
