What does this sign in Red Lodge in front of the Comfort Inn have to do with the holiday season?

Let's see if someone can resolve this puzzle.   

What does this sign stand for? 

The only clue that I will give is that the answer is very appropriate for today.   :)

Happy Ho-Ho-ho-lidays from Red Lodge.    It is a very white Christmas here!

Thanks.  Congrats for also getting it.   Unless you have see this puzzle before, I would think it would not be an easy one for people to figure out but when they do, it sure puts a smile on their face.
