 Can anybody please tell me what this is?

 When I was at City Center over the weekend I ran into this very strange looking scene, do you have any idea what this mess might be?

 I will come by later to read the comments and follow this post with another one and a different photo showing you what this really is and how this photo was created.

Robert, looks like a nice planting of barrel cactus to me.  Doesn't the City Center have a lot of different plantings.  Looks like a cool place.
