The strain on Cabarrus County water, police services and schools has county officials opposed to housing developments on the 2,100 acre site. Though Concord city officials cannot dictate to whom the land is sold, they do have some influence, in that they are in charge of zoning the land.
I'd rather the land be used to draw business into the area. Business draws in people and their money, and spending stimulates economic growth.
