Internet Lead Generation Programs??

I would love to know what you think is the best internet lead company there is?  Or is using Google Ad words driving visits to my search site a better way to invest my marketing dollars?  I am in the process of looking for a good lead generation program.  All ideas and input, good or bad would be great!
