I agree George, the ladder wouldn't pass OSHA. The homesteaders in this area used latters like this often for practical reasons, today we use them for decoration. It's very common to see them inside houses with blankets and rugs draped on each rung.
Moni, Beulah is in the South West corner of Pueblo county up against the hills (mountains). It's cooler in the summer and makes a great escape from the city. In the winter Beulah ususally gets more snow and it's a great place to go play.....or get stuck in the drifts and mud.
Carole, I do hope you get to visit the South West one day. I think with your eye you will see things that you have never seen before and you will see them differently than the locals see them.
