LOCAL GOVERNMENT

From the beginning of its development, the Village of Whispering Pines, North Carolina has been a residential, retirement, and resort community.  The primary goal of the Village is to preserve the quiet, tranquil and unusually attractive village atmosphere and the natural beauty of the area so that it remains a highly desirable place in which to live.

The Village of Whispering Pines is governed by a Village Manager who reports to an elected Council of five members.  The Manager is assisted by paid staff and many resident volunteer committee members.   Village services include 24 hour police and fire protection, garbage and yard debris collection, and road and lake maintenance.  There is a central water system as well as central telephone, electric and cable services, while wastewater is managed by individual septic systems which work well in this area given the nature of the sandy soil.  Village Ordinances contain some of the best planning and zoning laws in the state which allow individuals to express their own individuality and preferences while assuring that the overall quality and ambiance of the Village is maintained.

LOCAL TAXES 

In 1969 the Village of Whispering Pines became the first village to be incorporated under the laws of North Carolina by an Act of the State General Assembly.  As such, the Village shares North Carolina State tax revenues which results in a very modest tax rate compared to other areas of the country.  The tax rate for 2009-2010, which provides for schools and all other services including emergency medical assistance, is .86 per $100 of tax assessed value.  The Moore County portion of that rate, .485, is the lowest property tax rate per $100 valuation when compared to its nine surrounding counties.
