Good for housing no doubt but can CA afford this? Last I heard we were running a budget deficit of 20 to 50 billion. Unlike the Feds, we can't just print the stuff.

I agree with you Steve. It's definitely a conundrum. I certainly would not want to be in a policy maker's shoes at this time. But if we stimulate housing hopefully it will have a positive effect on other areas of our tattered economy.
