Tax or building credits for work that you are already going to perfomr or as an incentive get things you really need are always appreciated. Such is the case with the Private Property Protection credit for sump pump installation offered by the City of Des Moines.

Many homes in the Des Moines area were instructed in an era when sump pumps were rare. These days all new homes with basements are required to have but a large percentage of older homes and structures still lack this essential item. A sump pum is basically a pump in a hole in your basement that has a float switch attached. When water pools under your home it drains through tiles into the pit and is then pumped out by means of the sump. In the past the pump used to drain directly into the sanitarysewer system. These days however the city encourages residents to pump the water into a non-sanitary system such as a rain garden or storm sewer or just on the ground outside the home.

Some highlights of the program are, quoting City of Des Moines:

  • Must be an improvement to an existing home within the City of Des Moines (not new construction).
  • Must be one of the improvements listed as qualifying work above.
  • Subsidy will be for up to $1,000 worth of improvements.
  • Must be performed by a licensed plumber and work must have a plumbing permit issued by the City of Des Moines.
  • The property receiving the improvements must be connected to the sanitary sewer system and the sewer user fees must be current.
  • Limit of $1,000 per property; any subsidy payment from this program may be subject to income tax.
  • Retroactive to eligible work performed and completed beginning June 1, 2008.
  • Subsidy Credit program eligibility expires on June 30, 2011.
  • Property owner must complete an application form and submit an itemized invoice from a licensed plumber with proof of payment.
  • Application must be received by August 30, 2011.

If you own an older home in Des Moines that lacks a sump pump system, this program offers you a unique opportunity to both improve your property and receive a credit to boot. The program is in effect until June 30th 2011, but with all the flooding and rain we've been having lately, now looks like a pretty good time to have it doen.
