Sally,  Great post....there are MILLIONS in the HUD coffers from the refinancing and sales of homes that had FHA loans.  The upfront mortgage insurance is refunded on a pro-rated basis for up to five years.  Very, very rarely with a current lender "net" the payoff balance to reflect the refund, so the consumer would have to contact HUD directly.  The issue is that most loan officers never tell the consumer to follow up with HUD in a few weeks.  Any time someone is refinancing or selling a home that currently has FHA financinig, they should make a point to contact HUD through the link you have provided to see if they are due a refund.
