Who Cut My Water Off?

I read an interesting story in the Atlanta Journal Constitution recently.  In one sense I was deeply disturbed and in another sense somewhat understanding.  So the story talked about a property owner of a townhome who had recently battled cancer.  The property owner was in the hospital for surgery to remove the cancer.  After recovering from the surgery, the property owner came home to find her water turned off.  Now who turned her water off?

The story goes on the report that the property owner was behind in her HOA dues to the tune of about $5000.  The HOA attorney spoke for the HOA and said they had tried to collect from the property owner.  No one from the HOA would comment on the story.  The story went on to say that Georgia laws allow an HOA to foreclose on a property, and foreclosures have happened because property owners were behind on their HOA dues.

While I understand the necessity for the business side of this situation, it is disturbing that a person can be foreclosured on and evicted from his home for not paying HOA dues.  What are your thoughts about this situation?
