Yes, he was in the car, but honking the horn, I find is drivers expressing their frustration, not very often to warn people.  And when one hears a horn all the time, one stops paying attention to it's meaning.

I was in the car, and he stepped right out in front of me talking on a cell phone, and NOT PAYING ATTENTION, and I don't know where you live but our rush hours are brutal... and this is a serious problem when you mix people walking, not paying attention with Rush hour traffic.  Where drivers may be on the phone driving, equally not alert, and then the unimaginationable happens. 

I don't want to hit anyone because they arn't paying attention and they step out in front of me and I can't stop! I want pedestrians to pay attention and be aware of what they are doing, that is the whole point of this blog.

So are you saying that car horns are ignored because frustrated drivers use them to much? that we shouldn't use them to try and avoid a disaster?  What are you trying to say?
