Deceptive? Yes. Legal? Unfortunately, it probabaly is. Here is an example.....your tax bill might say the following:

Assessment: 68,000

Fair Market Value as of June 1, 2010: $480,056

Uniform Percentage to Calculate Fair Market Value:  14.15%

 

The above is extremely deceptive because the fair market value of the property as assessed by the Town is really over $520,000, making it a much better candidate to grieve the assessment. The percentage if value used in the above example is entirely inappropriate because it was used to calculate ALL properties, including commercial ones. But the above example is a residential home.
