- Dogs must be on a leash unless they are in their own fenced yard; cats
Cat don't need a leash in Clay Countyare allowed to run free unless they become a nuisance.

License - none required for dogs and cats in Clay County.

Emergency Pet Shelters - Clay High School, Orange Park High School, and Keystone Heights High School admit dogs, cats, see and eye animals, birds, rabbits, rodents (ferrets, guinea pigs, hamsters, etc.). No reptiles allowed.

Shots  - Rabies vaccine required annually for any dog or cat 4 months old or older and must be displayed at all times on collar on your pet. There are

Why don't cats have to have a leash, and are allowed to roam free? As a canine I find this discriminating!!!

Ted, sorry that you feel discriminated against, but the reason cats aren't required to be on a leash is because cats dont attack people like dogs do. Also, because cats are great about controlling the pest population in an area. Remember the Black Plague? If they would have just let cats go about their business killing vermon it would have saved millions of lives. Instead they erroneously blamed the problem on cats and set out to kill them all, which only made the problem worse.
