Would you believe that nearly 950,000 people who claimed the first time home buyer tax credit will have to pay it back? This is according to the Treasury Inspection General for Tax Administration. TIGTA)
The report shows that some home buyers had incorrect purchase dates. Also, it turns out that some of the claims by taxpayers were identified as deceased by the IRS.

Seems to be going around, and the scammers are hitting the real estate world and all that entails with gusto. In this case though I don't think scamming is the cause, I think it is just a case of mistaken identity that the IRS needs to look into.
