Too busy to stay up with the times.

So I had an offer that I submitted a few days ago that really made me sit back and scratch my head.... Per usual I asked the listing agent if I could present the offer to the seller and they said no. Not a big deal I understand... sometimes it makes the seller feel undue pressure. I get a call back from the agent with a few comments and concerns from their seller that really made me wonder what year this agent thought it was. I don't know if some agents just don't play the game the same way but is it uncommon for an agent to not put your clients full pre approval amount on an offer? Also i was told by the agent that I must have made a mistake because FHA only allows 5% down and 3%  concessions. I am not trying to bash this agent in any way but it just makes me feel blessed to have a staff that keeps us all in the loop on the current rules and legislation/regulations in the business. Have any of you had problems like this as of late?
