Access to beaches in California is pretty good, as compared to what I have seen in other parts of the country. There is a fair amount of parking (much of it free) so residents and visitors can readily enjoy the outdoor beach life that California is so famous for.
For obvious reasons, beach accessibility can be a real task for those who are physically challenged or who have disabilities. Sand does not make a good walking surface, and regular wheelchairs don't do well. Many of our beaches here in North County San Diego, including some in Carlsbad, are at the base of the bluffs, so access often is by stairs (although the Encinitas beaches are more challenging in terms of stair access, especially at Swami's, Grandview, Stone Steps and Beacon's) which are challenging themselves.

A number of the beaches, while not providing pathways on the beach, have parking adjacent to the beaches so individuals with physical challenges can still enjoy the views (e.g., along the Coastal Highway in Carlsbad in particular; also in Cardiff). Some of the state beaches are also accessible (this site provides a good summary of the different types of access and at which beaches) with pathways, access to campgrounds and picnic areas (with usable barbecues) and more. As one would expect all parking lots have designated accessibility parking spaces as required by law.
South Carlsbad State Beach (including Ponto Day use), a favorite Carlsbad beach, has a number of accessibility features. There is a beach wheelchair available.
Moonlight Beach, in Encinitas south of Carlsbad, has 2 rubberized pathways right on to the beach with short ramps at the beginning, so that those in wheelchairs can get out on to the beach near the water (see photos above). One path terminates at a rubberized deck in the middle of the beach (below).
Accessibility is a huge issue, and protected by both state and federal law. Our beaches should be no different. For more information for residents and travelers with disabilities here in San Diego, this site provides a wealth of information on events, hotels, activities, tours and more.
