Last Call for PCS Orders Under the Current DoD HAP GuidelinesToday is September 30, 2010 and it is the last day for PCS orders for activity duty military and other qualified individuals to meet the current criteria for the PCS Homeowners Assitance  Program (HAP).

As of today there has been no announcement of an extension of the date for orders.  There has been a rush in many personnel offices to try and get orders cut even if the actual PCS date was in early 2011.  There  is a 90 day Report Not Later Than (RNLT) rule which means anyone with a RNLT of December 31, 2010 can still be under the wire.  Orders with a report date in 2011 won't be considered at this time.

Unless there is a legislative change to the current policies it appears that anyone with orders next spring will have to look at other options for selling their home.   Since today is also the end of the federal government accounting year it is also going to be important to see how much of the original $550M allocated for the program remains. 

There are proposals in Congress for additional funding and for extension date for PCS orders.  Based on personal experience from closing 18 HAP transactions this year expectations for quick action on the current bills might be overly optimistic.

Rebecca-just came back from a settlement on another HAP property in Prince William County.  I'm hoping they will extend the program into at least Spring 2011.

Cindy:  I was speaking with someone the other day about HAP and mentioned this deadline, and they swore up and down that HAP had no deadline.  You really are the HAP expert in Northern VA.

Chris Ann-the deadline currently exists.  Let's hope that additional funding and/or extension of the PCS orders will come through shortly.

Anne-considering it took almost 6 months from when I had my first HAP listing until it closed you are 100% correct.   Add to the fact it is an election year I'd bet it wil take some time for Congress to pay attention to the bills in front of them.
