Addison's next Town Hall Meeting is coming up.
Twice a year, the Mayor of Addison, Texas and the Town Council hold a Town Meeting. The next town hall meeting is scheduled for Thursday, October 21, 2010 at 7:00 pm. This meeting will take place at the Addison Conference & Theatre Centre, 15650 Addison Road, Addison, TX.
On the agenda, discussions about:
- the "value proposition" of the 2010-2011 annual budget
- economic development updates
- city charter amendment election
- the new Addison visitors center
- Addison's plan to welcome Super Bowl visitors
- other community projects and initiatives
All the agenda items are important, but the most controversial will certainly be the amendments to the city charter. One amendment would allow for making "minor, non-substantive changes to the Charter to clarify language, correct typographical or spelling errors and otherwise make the language more clear and consistent." Another amendment "clarifies language to authorize the City to promote economic development in accordance with state law." It is, however, the amendment related to the sale of beer and wine for off-premises consumption that is controversial.
Section 11.04 of the City Charter currently restricts the sale of alcoholic beverages for off-premises consumption to the west side of Inwood Road. The amendment, if it passes, will remove the geographic restriction and open up beer and wine sales for off-premises consumption to all areas of Addison. Zoning restrictions, existing state laws and Addison sign ordinances will still be in effect and all businesses seeking to sell beer and wine for off-premises consumption will still need to comply. Current zoning regulations require that permits for off-premises beer and wine sales be allowed only in retail zoning districts. There is a process for approval of special use permits for non-retail zoning districts.
Now, here's where it gets fun. If this charter amendment passes, it could be challenged in court. However, there is a provision in the amendment that states that if a court determines any portion of the Section 11.04 to be invalid, then Section 11.04 will be repealed. If repealed, there will be no location restrictions on the sale of ANY alcoholic beverages for off-premises consumption. This means that not only could beer and wine be sold everywhere in Addison, but hard liquor, too.
As you might imagine, the current liquor store owners on Inwood Road are opposed to the amendment. They don't want the competition that will come when beer and wine can be sold (potentially) at Addison supermarkets, Sam's Club, and "beer barns." I haven't yet met any Addison resident who is against the amendment.
Town officials are prohibited by law from taking a position on the proposed amendments. If you've got questions about the amendments, come to the Addison Town Hall Meeting on Thursday night and get answers. Then do your civic duty and vote!

- Monday, October 18 - Friday, October 22 8a - 5p
- Saturday, October 23 7a - 7p
- Sunday, October 24 1p - 6p
- Monday, October 25 - Friday, October 29 7a -7p
